Background

Forlì Airport parking lane with Jupiter stations and Telepass signForlì Luigi Ridolfi Airport (FRL) mainly serves the Italian region of Emilia-Romagna. It was inaugurated in 1936 as a military airport and operated for years, before undergoing several years of civil works and closure, until it returned to full operation in 2020. The airport is growing: in recent years, it has seen an increase in flights, transits, and partnerships with tourism professionals, along with a rise in passenger numbers. As a result, there is a need for a future-proof parking management solution that ensures convenience, flexibility, and digitalization for both travelers and operators - keeping up with the times, new travel habits, and the need for efficient and flexible traffic management, while also guaranteeing modular scalability in the event of expansion.

HUB Italia managed the replacement of the existing system, a project that lasted about one month. Today, the airport offers over 1,000 parking spaces across four parking areas (P0, P1, P2, P3), along with two service gates: one dedicated to rental cars, taxis, and chauffeur services (NCC), and another for airport service vehicles.
The new Jupiter solution handles an ever-increasing volume of traffic and provides operators with full digital control over operations and processes. All vehicle transits are monitored from a centralized control room via the JMS management system, which enables quick, real-time, and precise monitoring of all parking areas and access points.

Solution

The smart parking system deployed by HUB Italia meets all of the airport’s needs, providing travelers with peace of mind and security while enabling operators to manage the facility through advanced digital tools via JMS.
The setup includes four parking areas and two additional service gates, totaling 12 in-lane devices: entry and exit terminals, LPR cameras for license plate reading, two APS automated pay stations, NFC card readers, exit lane payment terminals, and centralized monitoring through the JMS platform. Each area features different pricing options, allowing users to choose the most suitable and cost-effective solution.
Access to the parking areas can be granted through ticket, QR code, or electronic toll systems such as Telepass, UnipolMove, and ParkingMyCar.
Payment options include cash, mobile, card, and pay-by-plate - which, in the case of a lost ticket or entry via LPR, allows users to look up their license plate and pay at the automated station, effectively offering a fully digital lost ticket solution.

self service payment area at Forlì airport car parkAt the beginning of 2025, the system implemented two digital services to simplify the parking reservation and payment process.
The first is the integration of the JMS system with the airport’s website, enabling users to pre-book and pre-pay for parking. Users can register on the website, check real-time availability, select one of the four parking areas, and pay online. This feature has received very positive feedback, providing travelers with the confidence and convenience of leaving their car in a secure, well-managed facility for the duration of their trip.
The second digital service is the J4M web validation platform, which allows airport sub-concessionaires -such as car rentals, cafés, and restaurants - to fully or partially validate parking for their customers, with various discount levels managed via the web application.

JMS, the advanced management software that powers the entire system of terminals and integrations, enables 24/7 monitoring from any network-connected device, offers valuable insights, and provides immediate support in case of emergency. Given the dynamic nature of the airport environment, it was crucial to systematize and analyze operational data to better inform strategic decisions regarding facility management.
To support this, HUB Italia integrated an artificial intelligence engine – SpecifAi - to streamline operations and achieve increasingly accurate results.
